Prime Minister Narendra Modi welcomed European Commission President Ursula von der Leyen and the College of Commissioners to India in what he termed an “unprecedented” visit. The high-level discussions focused on bolstering India-EU relations through collaboration in trade, technology, security, and mobility. Both leaders reiterated their commitment to concluding the long-pending Free Trade Agreement (FTA) by the end of this year, marking a significant milestone in the two-decade-long strategic partnership.
“This two-decade-long strategic partnership between India and the EU is natural and organic. Its core is built on trust, a shared belief in democratic values, and a mutual commitment to prosperity and shared progress,” said PM Modi in a joint press statement with von der Leyen.
Key Areas of Collaboration: Trade, Technology, and Security
The India-EU partnership has been evolving, with both sides recognizing the need for deeper cooperation in three critical areas:
1. Trade and Investment
One of the major highlights of the meeting was the commitment to finalize the India-EU Free Trade Agreement (FTA) by the end of 2025. This agreement is expected to boost economic ties by enhancing trade and investment opportunities. Additionally, both sides discussed moving forward on an Investment Protection Agreement and a Geographical Indications (GI) Agreement, which would help protect traditional and region-specific products.
2. Technological Collaboration
Technology emerged as another crucial area of discussion. PM Modi and von der Leyen emphasized the need for a secure and trusted value chain in emerging sectors like semiconductors, artificial intelligence (AI), high-performance computing, and 6G technology. To further this goal, both parties agreed to initiate a Space Dialogue, fostering greater collaboration in space exploration and innovation.
3. Security and Defence Cooperation
Amid global geopolitical tensions, security cooperation between India and the EU has gained importance. Ursula von der Leyen highlighted the need for stronger defence collaboration, stating, “Authoritarian states are getting bolder, ignoring borders, threatening peace at sea. Now is the time to step up our security and defence cooperation.” While she did not name any specific countries, her remarks hinted at growing concerns about regional stability.
PM Modi also stressed the importance of peace, security, and stability in the Indo-Pacific region. The EU’s decision to join the Indo-Pacific Oceans Initiative was welcomed, signifying a strategic alignment between India and Europe in maintaining a free and open Indo-Pacific.
Boosting Mobility and People-to-People Exchange
Another key takeaway from the discussions was enhanced mobility between India and the EU. The European Commission announced plans to ease visa regulations and improve mobility opportunities for skilled Indian professionals and students. This move is expected to facilitate knowledge exchange and strengthen economic and cultural ties between the two regions.
High-Level Engagements and Ministerial Meetings
During the two-day visit, nearly 20 ministerial-level meetings took place, covering various sectors. These discussions paved the way for concrete policy frameworks and implementation strategies. PM Modi highlighted that “sincere and meaningful discussions were held on various regional and global matters. Many important decisions have been taken to elevate and accelerate our partnership.”
A Defining Partnership for the 21st Century
The India-EU relationship has immense potential to shape global economic and geopolitical landscapes. Ursula von der Leyen referred to India as “a pillar of certainty in an increasingly uncertain world,” underlining the critical role that India plays on the global stage.
The EU and India also agreed to collaborate on Triangular Development projects for sustainable and inclusive growth in the Indo-Pacific region and Africa. This initiative aims to support infrastructure development, climate resilience, and economic progress in developing nations.
